Pakistan itself has been a member of the Hague Apostille Convention since March 2023. This has caused confusion. While Pakistan can issue apostilles now, it does not help unless your destination accepts it as well.
Prior to 2023, Pakistan was required to use an extensive attestation procedure for any document it sent abroad. However, following its entry into the Hague Convention, Pakistan was able to offer apostille services, which are generally faster. This new method is only available for countries that are a part of the Hague Convention. The two most important destinations for Pakistani expatriates and workers are the UAE and Qatar, which are not a part of the Hague Convention, thus making apostille ineffective for them as well. However, since Saudi Arabia became a member of the Convention in December 2022, it started accepting apostille as well. This is the reason for the majority of confusions we encounter from clients.
If You Are Applying for a UAE or Qatar Visa, Make Sure You Get Full Attestation
In the UAE and Qatar, neither the authorities nor institutions accept apostille for immigration or residence visa applications. If someone is sponsoring his/her spouse, or is dealing with any matter concerning his/her marriage in UAE or Qatar, the marriage certificate is supposed to go through:

The most prevalent type of error is applicants thinking that the UAE or Qatar needs an apostille since Pakistan became a member of the Hague, so all of the other countries should accept apostilles too. This is not true because the country has to be a member of the Hague. Q1. Are apostilled marriage certificates accepted in the UAE?
